A dielectric is a material which is an insulator to current, but is very permeable to electric fields.
Their most common use is in capacitors; a thin sheet of dielectric between the plates of the capacitor allows them to be as close to each other as possible (thereby maximizing the capacitance), while simultaneously preventing a short between the two plates from being created accidentally.
