A registered device is a functional unit (often an integrated circuit) with latches on either its inputs or its outputs. In the latter case, this allows the output to be held static for a period, while the rest of the unit, or its inputs, are changing.

Registered main memory modules also exist; in this case, the latches are on the inputs. This allows the module to reduce the analog load on the memory bus, allowing it to run faster.
