Operating environment

An operating environment is not actually an operating system, but it has its own API, and runs separate user programs from the native operating system; however, some of its system calls will call down to the OS that they are running on.
Well-known examples are the 16 bit, and hybrid 16/32, versions of Microsoft Windows.
