I've installed in a VM, and on a real machine using it!

I'm not sure if the NT installer is just insanely slow, or its the driver, but installing NTAS does take a while, compared to NT 3.5 but yes you can install with only the boot diskette, and the ATAPI driver diskette, and the NT 3.1 CD.
